Please make the option to have all objects permanently use the World Axes. For example, I do not understand why Z (height) should ever be allowed to be anything but Z, no matter how many times it is modified or rotated.

When you rotate an object, you also rotate its axes. Or if you Extrude an object that is not on the XY plane, it's Object "Z" Axis will be perpendicular to the extrusion. It would be highly counter intuitive if it were otherwise.
That being said, offering an option for the Transform tool to operate relative to the World origin is a reasonable one, and we will see if this can be added...
